Banning strollers during a congested period seems perfectly reasonable. How old are kids using strollers these days anyway? An infant certainly isn't going to get anything out of going to the aquarium. For a kid that's a little older, well, the aquarium is still going to be there in three months when he can enjoy it without having hundreds of people tripping over a stroller.
